Run storage billing

/internal/v1/billing/storage/run

Internal endpoint for Cloud Scheduler to trigger daily storage billing. Processes all accounts with persistent files, deducts storage credits, handles auto-refill, manages grace periods, and sends email notifications. This endpoint is idempotent - running twice on the same day has no effect.
